BRIEF DESCRIPTION OF THE RESEARCH PROJECT

The project analyzes the impact of digital technologies on public utility services. Digital technologies hold the potential to improve public services. Firstly, digitalization is said to increase efficiency, favouring the automation, fast processing of information and the long-distance access. Effectiveness is also potentially higher. In most disruptive cases, technologies changes the type of service offered, for example: the artificial intelligence is a case in point. Technologies can improve citizens’ accessibility to services; sometime personalising them using, theoretically real time through machine learning.

There are also expected improvements related to a greater promptness in understanding how phenomena underway in society can require special interventions, for example, measuring population sentiment - either locally or nationally - or taking field observations of how a given phenomenon is spreading. However, digital technologies have also a “dark side”. A first warning deal with the relationship between “algorithm” and humans. Digital technologies and algorithms shape the way in which we approach services and interpret data. To such an extent digital technologies shape our lives, our organizational choices, our behaviour, whether directly or indirectly.

In this landscape, although a large number of studies approach digitalization in public sector, an overarching framework that assesses its impact considering both performance and risk is still missing. This doctoral project aims at analysing the impact of digital technologies in domains of public utilities, proposing a framework of reference for academics and practitioners. The domain of investigation of this thesis excludes health care services.
